This report has been prepared for the Commonwealth Department of Education, Training and Youth Affairs (DETYA) by the Indigenous Education Strategic Initiatives Programme (IESIP) Strategic Results Projects (SRPs) National Coordination and Evaluation Team. The IESIP is an initiative of the National Aboriginal and Torres Strait Islander Education Policy (AEP) and provides funding to education and training providers in the pre-school, school and vocational education and training (VET) sectors. In December 1997, the Commonwealth launched 83 non-capital SRPs under the IESIP to provide for a range of short term, precisely focused initiatives addressing literacy, numeracy, vocational education and other areas of education and training delivery. The projects were related to early childhood and school education to the end of the secondary years, VET during and after the school years, and other adult education. They were grouped into the three themes of coming to school, building skills, and pathways to the future. The overall aim was to demonstrate that improved learning outcomes for Indigenous students could be achieved quickly through collaborative effort. The report summarises what all the projects have achieved and learnt about significantly improving Indigenous students’ learning outcomes and demonstrating success in Indigenous education. The research found that if outcomes for Indigenous students are to improve they must be given respect, their culture and its relevant implications must be respected, they must be taught well, and they must attend consistently. The report begins with a summary of findings and is then divided into four major sections. The first section provides background information about the SRPs and the source and development of the report. The second section describes the projects and their outcomes. The third section synthesises and discusses the findings and the final section contains summaries of the project reports received at the time the report was written. The appendices contain relevant statistical data and a full listing of projects and providers.
