The Taft-Hartley Act was one example and instrument of this view, but it is far from the only one. The modern trade union is a necessary element in the developing process of democratic life. A good many of its historic purposes are still fundamental. The trade unions which operate in Soviet Russia have a special context of high importance. As they operate in a one-party state, the major officials, merely of every trade union, merely in one of the constituent nations of the Soviet union, but, still more, in an all-Russian trade-union organization, are likely to be members of the Communist party, the policy of the union is pretty certain to be set within limits which the Communist party approves. The trade-union member, in short, who leaves its problems to be thought about, still more, to be decided upon, by his fellow members by his officials is defeating one of the primary purposes of trade unionism.
