The climate and hydrological cycles are intimately linked, and pay little heed to human institutions. Increased anthropogenic emissions of greenhouse gases are warming the atmosphere, changing the climate and, as a consequence, beginning to change the hydrological cycle. Managing fresh water, along with the impacts of climate change, involves complex, multidisciplinary challenges. Even before climate-induced changes are considered, freshwater resources are limited and often overexploited and badly managed. 1 Water management — like responding to climate change — is a ‘wicked problem’, with particularly incomplete, contradictory and changing requirements; complex interdependencies; and difficulties in defining the problems themselves, and in identifying and reaching consensus on solutions. 2
