The use of information and communication technology (henceforth ICT) by immigrants and ethnic minorities (henceforth IEM) has become a topic of European information society policies following the e-inclusion declaration signed in Riga in June 2006 (Presidency of the E.U. Council of Ministers 2006) . ICT refers here broadly to computers, Internet, mobile phones and other digital devices and their applications.
