This paper describes a model for strategic transport planning, which was developed progressively during a series of studies. The requirements of the model are that it should be able to: (1) test and evaluate the full range of plans and policies likely to be proposed during a strategy study; (2) be developed and run many times during a study; and (3) represent and evaluate as far as possible all significant effects of transport policy. Therefore, the model should be able to represent considerably more effects than conventional models, in a way allowing comprehensive social, economic, and environmental effects. The START package was developed to meet these requirements; the START models so far developed have more choice processes, feedback loops, and disaggregation of travel types, but many fewer nodes and simplified treatment of road and public transport networks. The model design and its evaluation are described in some detail, including its modelling of the demand and supply of transport. A simple model of land-use change is also incorporated. To illustrate the practical application of the strategic modelling approach, results are examined from a range of UK studies conducted since 1988. The model's strengths and weaknesses are discussed, and some recent developments are outlined.
