The increasing emphasis on policy reform in the Bank's operational program has focussed attention on how best to facilitate such reforms. The first part of this discussion paper reviews Bank experience of facilitating policy reforms in the transport sector, and under the Bank's structural adjustment operations. It concludes that the Bank was generally more successful when it dealt with technical matters and was least successful when Bank staff attempted to use a technical, economic and operational rationale to deal with issues that were inherently political and bureaucratic in nature. The second part of the paper builds on the insights gained in the first, and concludes that policy reform components need to be designed with the same care and attention as the physical elements of a project. The paper goes on to develop a framework for designing policy reform and suggests issues that should be given proper attention.
