Capacity building and information sharing are some of the key means to address maritime crimes which hamper the safety of navigation and other illegal activities undertaken at sea. Many of the provisions on cable laying in the Convention are cross-referenced and scattered throughout the various substantive parts of the treaty dealing with the maritime jurisdictional zones. These provisions endeavour to address two legal issues: the freedom to lay cables and their protection against damage. The chapter examines some of the issues pertaining to cable laying and the role of governments when cables need to be repaired. It presents a number of examples where emergency repairs have been delayed due to imposition of requirements for various types of consents under coastal State legislation. It concludes by identifying a number of ways to improve the international legal regime governing the laying and repair of cables. Keywords: cable laying; capacity building; coastal state legislation; information sharing; maritime crimes; maritime jurisdictional zones; maritime security; repair of cables
