Today, “Information and Communication Technologies” is developing rapidly. The development, adaptation and application of technology is important for the efficiency of the administrative and institutional competitiveness between countries. These rapidly developing technologies have affected every segment of the society and brought about a problem about accessibility and they have different reflections in different layers of society. This study first draws a general picture of urban development and slums. In terms of socio-economic conditions, access level, equity, relatively low education, and income levels do not benefit from technology in terms of access to information. Since resources are not distributed equally, qualitative analysis is developed with a sample residing in the shanty area, and significant differences are found in some variables to eliminate the problems that cause obstacles to being an information society and cause a digital divide.
