The Problems and the Efficacy of the Actual Recovery Process in the Post Earthquake Land Readjustment Project Areas under "Two Step Planning Determination Procedure" in Matsumoto, Moriminami, Kobe City and Tsukiji, Amagasaki City

Abstract

In undertaking the restoration from Hanshin-Awaji earthquake, the administrative body of Hyogo prefecture decided to introduce a new method called "Two Step Planning Determination". Yet, this method dose not necessarily seem to have been carried out smoothly in the actual recovery process and what was attempted in this study was to find out some issues by analyzing the real situation of the areas where the readjustment project had been under way. From this analysis, following issues could be pointed out. First, because the first step planning determination had been made up only within 2 months after the earthquake without been given clear authority nor status, although some of the conferences could succeed in gaining a consensus of the people.
