Abstract

IN 1994, EVERY LOCAL MUNICIPALITY MADE THE DRAFT PLAN OF NEW ZONING REGULATION. THE PURPOSE OF THIS STUDY IS TO CLEAR HOW TO MAKE THE DRAFT PLAN. WE ANALYZED DRAFTPLANS FROM THE VIEWPOINT OF GEOGRAPHIC CHARACTERISTICS AND LAND USE POLICY OF EACH LOCAL MUNICIPALITY. AS A RESULT, THE MUNICIPALITIES WHICH REVISED THE REGULATION STRICTLY ARE NOT SO MUCH, WHICH ARE LOCATED IN THE EASTERN PARTS OF TOKYO AS THE MIXED LAND USE DISTRICTS OF LOW BUILDINGS. ON THE CONTRARY, THE MOST OF MUNICIPALITIES REVISED LOOSELY, WHICH ARE MAINLY LOCATED IN THE WESTERN SUBURBS OF TOKYO. FINALLY, WE HAVE POINTED OUT THE GAP BETWEEN THE PURPOSE OF THE AMENDMENT ACT AND THE APPLICATION TO THE DRAFTPLAN.
