This chapter explains how the psychometric principles can develop a test. It presents a comprehensive model of the stages of test development and discusses the major considerations that apply at each stage. Successful test development often requires some form of systematic domain mapping, which is in at least some respects novel. The formal starting point for all test development is to generate a construct definition, which broadly is a definition of what is to be measured. Meta-analysis has many potential applications to test development. The test development should use a combination of both confirmatory factor analysis (CFA) and item response theory (IRT) to fully explore the properties of scales and ensure that the final test is optimal in terms of its psychometric properties. Many forms of validation evidence can help test developers maximize the quality of their tests both in terms of measurement and utility.
