This chapter historicizes contemporary questions about environmental sustainability and urban ecology in Indian cities. It begins by asking how comprehensive town planning came to form a locus of bureaucratic attention, particularly after 1947. It then argues that underlying assumptions in new town planning remain socially conservative and relatively closed. Focusing on the efforts that went into urban planning in the period immediately after the Indian independence, this chapter connects the longer histories of earlier chapters to the moment of transition, marked by the emphasis on planned development initiated in the 1950s.
