This chapter analyses bus transportation policies in São Paulo. Both public and academic debates consider that the power of private contractors is a determining factor in the production of urban public policies, especially in urban services such as bus transportation and waste collection, hampering service improvement and blocking the development of redistributive policies. The chapter focuses on the period between the 1980s and the 2000s when the transition from the “analogue” to the “electronic” governance of bus services took place. Between the 1980s and 1990s, the production of passengers and fare revenue in São Paulo's bus service was based mainly on two tools: manual turnstiles and paper tickets. The chapter presents the trajectory of the central transportation policies implemented in the city between 1989 and 2016 by different administrations. It examines the political significance of the changes enacted by the implementation of the Interconnected System in the bus services in 2003.
