T he U nited N ations declaration on the Rights of Inthgenous Peoples (UN, 2007) completed its second anniversary in September 2009- Although an overwhelming majority of nations are signatories to it, the declaration still cannot threcdy or immethately affect policies of most inthvidual nation-states toward their inthgenous populations. This is so primarily because the expected ambitious pronouncements in the declaration are defanged by the equally prethctable fact that the declaration is a nonbinthng document. 1 So, in practice, the declaration cannot support any action that can be found to “thsmember or impair, totally or in part, the territorial integrity or political unity of sovereign and independent States” (UN, 2007, article 46). The Declaration, therefore, needs to be read for its more inthrect and thscursive effects, especially as a significant formal reference point in contemporary debates on inthgeneity. It certainly brings an obvious visibility to the notion of inthgeneity and places it more firmly within contemporary political vocabulary. These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.
