Scholars propose that examining infrastructure policies allows interrogation of regional processes. This study situates Greater Boston’s public transportation policies in scholarship on neoliberal policy-making in other urban regions. Engaging analyses of “actually existing neoliberalism” as path dependent, contradictory strategies of restructuring, we argue that policies addressing the region’s postwar transportation and economic crises have, over time, both promoted and constrained regional neoliberal agendas while reinforcing public transportation’s difficulties. Our goal is to both explain these out-comes and add to scholarship on neoliberal regionalism.
