In the middle of a hierarchy first-line supervisors literally fulfill a pivotal role. While managing the daily work at their schools, head teachers react to the policy directives and other formal rules with which they are supposed to seek compliance. In processing those rules head teachers tend not to pass them automatically to the teachers they are supervising. Buffering can be observed, meaning that rules imposed by ‘higher’ authorities are being filtered. This finding implies that management matters, not in the least when practiced by supervisors closest to the street-level.
