The socioeconomic growth of China and local urban vitality have both been significantly impacted by the outbreak and spread of COVID-19. Scientific evaluation of the changes in urban vitality in the post epidemic era, revealing the temporal and spatial characteristics of urban vitality, and analyzing its impact on public travel rules, could provide technical and theoretical support for the recovery of urban vitality in the post-epidemic era and the formulation of future epidemic prevention and control policies. We propose a more temporal fine-grained method to evaluate urban vitality, using grey relationship-TOPSIS evaluation model based on real-time traffic data and traffic simulation data. Taking Zhengzhou as an example, the results are as follows: the change of urban vitality in the short term of the epidemic outbreak is basically in line with the change model of urban vitality. Erqi District is the area where the epidemic outbreak has the greatest impact on the change of urban vitality, which is the center of gravity of urban vitality change. Trucks have a negative correlation with the change of urban vitality. The results of this study indicated that traffic data had good application prospects in the real-time evaluation and analysis of major health emergencies, and they could provide scientific support for the government and society to formulate precise prevention and control measures and to undertake urban vitality restoration development.
