Abstract There is a compelling case for the claim that there is a human right to basic necessities, given the devastating impact the lack of them has on persons’ interests and the threat it poses to their lives. Moreover, there has been widespread international acknowledgment of such a right. A right to basic necessities is a claim right, and it therefore entails corresponding duties. This means that genuinely acknowledging this right requires specifying and enforcing those duties. However, there has been very little agreement about what they are and who has responsibility for fulfilling them.
