Abstract The Expo 98 urban project on the east side of Lisbon started as an event to celebrate Portuguese discoveries. The promotion of, and justification for, the location of the Expo in the old industrial eastern part of Lisbon was that the implementation of this Urban Development Plan (UDP) would contribute to the regeneration of a derelict and neglected part of the city. The financial and institutional investment necessary for putting together this enterprise was also justified as a key element of the national strategy to assert the position of Lisbon as a capital city in the European Union.
