Abstract This chapter concerns (re)emerging discourses over political and administrative organisation in pre- and post-NPM contexts. Its analytical framework is based on a typology of market and management, and it poses the questions of (i) which problems are being identified, and (ii) how solutions are being proposed during two different time periods. It shows how discourses concerning slow government and excessive regulation (re)emerge as problems, and that the proposed solutions are similar over time. It is argued that an era of NPM 2.0 is now emerging, wherein political and administrative organisation react to similar problems and cope through similar solutions thereby risks reiterating the same outcomes as previous reforms has done.
