This chapter examines how the organizational character of public conflict resolution agencies has changed with the creation of the Workplace Relations Commission (WRC). The WRC is less an institutional enabler of collective workplace dispute resolution than a provider of a range of workplace conflict resolution services. The agency’s primary concern now is to mediate or adjudicate on individual rights-based complaints and grievances. The new challenges and competencies involved in this shift are considered in the chapter.
