The article substantiates the objective need to intensify the use of strategic planning tools in the practice of public governance for the creation of a new competitive development model aimed at ensuring technological sovereignty in the conditions of external restrictions. Particular emphasis is placed on considering the process of goal setting in the scientific and technological sphere and its linkage with the general tasks of development of the real sector of the economy. In this regard, program and regulatory documents in force in the field of scientific and technological development are analyzed, of current program and regulatory documents in the field of scientific and technological development is carried out, their inconsistencies and problematic (bottleneck) areas are identified, and on this basis, measures are proposed to improve the process of strategic planning of scientific and technological development and its transfer to a systematic basis.
