In 2024, the World Bank is still the most important multilateral lending institution, and their practices are in constant evolution. This chapter sets the table to understand the Bank as a constellation of communities of practice instead of a collection of individuals, a series of organizational units, or a monolithic institution. This chapter introduces the significance of a historical and practice-based approach of the Bank and its significance for the field of international relations. It briefly introduces the book’s overall purpose, argument, and theoretical framework based on the concepts of international communities of practice (CoPs), collective learning, contestation, and coloniality of power. It also justifies the case of inclusive practices between 1980 and 2014 at the World Bank in terms of its importance to the field of development studies, international relations, and organizational studies. Finally, it explains how post hoc reconstructed ethnography is useful to practice-based research.
