To date, the comprehensive social and economic advancement of the country and its regions cannot be envisaged without the successful operation of the scientific, technological, and innovative sector. The primary instrument for the advancement of technologies and innovation is the establishment of innovative development agencies. In this regard, the focus of this study is on the activity of these innovative development agencies aimed at fostering the scientific, technological, and innovative sectors. The purpose of this study is to investigate the experience of implementing the work of innovative development organizations in Russia. In order to achieve the objective of this research, existing innovative development organizations in Russia have been analyzed. The study has identified three levels of operation of Russia's innovative development organizations. The functions and responsibilities of innovative development organizations have been defined, as well as their industry-specific characteristics and focus on specific areas of development. The key institutions for innovative development at the regional level have been identified.
