Constrained carbon emissions from commuting activities (CCE) are one of the important issues under the backdrop of global climate change and urbanization. 593 relevant publications on CCE worldwide from 2000 to 2023 were retrieved, and the application of measurement methods and spatial constraint factors in regional, urban, and block scales was comprehensively analyzed. The study found that: (1) The related research reached its peak of 97 articles in 2023. It was divided into three stages: the exploratory period (2000–2008), the vigorous development period (2009–2019), and the high-speed prosperity period (2020–2023). (2) The related research revolved around two major hotspots: measurement and constraints, forming four key clusters: contribution measurement, multidimensional attribution analysis, identification of reasons for low-carbon travel willingness, and the impact of emerging commuting modes. (3) The measurement of CCE was based on the IPCC emission factor method, divided into top-down allocation based on energy consumption and bottom-up aggregation based on travel activities. The former was more commonly used at the regional scale, while the latter was more suitable for the urban and neighborhood scales. (4) Based on the constraint objects, the spatial constraint factors of CCE were classified into three categories: spatial form, layout, and network, which exhibited significant scale effects. (5) Looking ahead to future research trends, a comprehensive framework with “form-layout- network” as the key path was integrated based on the overall goal of “scientific metrology - efficient constraints”. It provided a scientific basis for constructing a low-carbon urban spatial structure and land use pattern.
