Abstract

espanolLa nueva gestion publica persigue la creacion de una administracion eficiente y eficaz, es decir, una administracion que satisfaga las necesidades reales de los ciudadanos al menor coste posible, favoreciendo para ello la introduccion de mecanismos de competencia que permitan la eleccion de los usuarios y a su vez promuevan el desarrollo de servicios de mayor calidad. Todo ello rodeado de sistemas de control que otorguen una plena transparencia de los procesos, planes y resultados, para que por un lado, perfeccionen el sistema de eleccion, y, por otro, favorezcan la participacion ciudadana. El presente trabajo tiene como objetivo sintetizar las diversas actuaciones y reformas llevadas a cabo en el sector publico en el ambito internacional. Previamente se analizaran las principales teorias que sustentan este paradigma emergente, lo que permitira entender la razon de cada una de las politicas o cambios que han tenido, tienen o tendran lugar en las administraciones. EnglishNew public management pursues the creation of an efficient and effective administration, that is, an administration that satisfies the real needs of citizens at the lowest possible cost. To do so, it favors the introduction of competition mechanisms that permit user choice and in turn promote the development of better quality services. All of this is surrounded by systems of control that grant full transparency to the processes, plans and outcomes, in order to, on the one hand, perfect the system of choice, and on the other, to favor citizen participation. The present article aims to synthesize the diverse actions and reforms carried out in the public sector in the international sphere. The main theories upholding this emerging paradigm are also analyzed, permitting an understanding of the reasons behind each of the policies or changes that have taken place, are taking place or will take place in the public administrations.
