Abstract

This paper demonstrates the application of new FHWA software designed to develop better evaluative information for decision makers. The software, called Sketch Planning Analysis Spreadsheet Model (SPASM), is implemented in both EXCEL and LOTUS 123. It incorporates easy-to-use techniques developed recently for a new FHWA training course. The course is designed to assist planners in developing the type of evaluative information needed by transportation decision makers.
