In this paper the phenomenon of missing networks, (the absence of strategic layers or components in Europe's transport and communications infrastructure, be it material or immaterial in nature) is examined. In light of the observations made on network potentials and bottlenecks, the article describes five necessary conditions for a successful performance of European infrastructure, including high speed rail. However, a change of perspective is needed in transportation planning: from a national to an European one. This is not only a question of formulating a coordinated European policy, but there is also the need for significant efforts towards standardization. Moreover, a coordinating European infrastructure bank should be used to finance the high-speed projects. (A)
