Zoning applied to parking is among the most popular of all local planning tools. This article attempts to provide an understanding of the historical and evolutionary development of zoning for parking. It seems likely that the first off-street parking requirements were introduced into zoning around 1923. A simple model is developed to predict the percentage of American cities that zoned for parking in any year between 1900 and 2000. The model's predicted results show that zoning for parking was not an overnight success, but rather a slow and steady process of policy innovation, whose complete success required more than two decades to complete.
