A model combining the origin-destination, mode and route choice elements of the conventional, sequential travel forecasting procedure is implemented, calibrated and applied to the analysis of scenarios for the year 2010. The model is implemented at an aggregated geographic scale and, therefore, is described as a sketch planning model. The algorithm used to solve the combined choice model converges in a rigorous and consistent manner to the solution of an underlying constrained optimization problem whose solution corresponds to widely-accepted behavioral assumptions concerning travel choices. The model is internally consistent with regard to the definition and estimation of travel costs on which travel choices are based. In this report, one formulation of the combined model is presented and explained. Then the coefficients of the model related to the components of generalized cost are calibrated on 1980 travel data. A sensitivity analysis indicates how the model responds to changes in various model parameters. Finally, the application of the model is illustrated through the analysis of two scenarios for the year 2010.
