This paper is concerned with the identification of economic arrangements, policy decisions, or the values of economic variables that are so good that no further improvement is possible - that is, determining an optimum network of urban transportation for all modes and determining the prices or other restrictions on travel required to assure the optimal utilization of that network. The paper seeks an optimum allocation of resources in transportation, especially intra-urban rather than interurban, and is focused primarily upon the provision od transportation facilities, their financing, and their pricing rather than with the intricacies of the myriad decisions made every day by firms and individuals about how to use the existing network.
