This book provides a history and structural analysis of state growth management programs in Florida, Georgia, Oregon, and Washington between 1969 and 1997. State-sponsored land use planning has three principal structural components: the intergovernmental structures (i.e., local, regional, and state roles as established in statutes) and sequence of planning; state requirements for local land use planning (i.e., minimum planning standards established via statutes and rules); and state support functions for land use planning (i.e., grants, technical and educational assistance, provision of data, etc.). The book is organized in the following chapters: (1) Introduction; (2) Historical Framework; (3) The Quiet Revolution in State-Sponsored Planning: 1969-1976; (4) Evolution of State-Sponsored Land Use Planning During the Second Wave: 1980-1988; (5) State-Sponsored Land Use Planning in the Third Wave: 1989-1997; (6) The Structure of State-Sponsored Land Use Planning: State Roles; (7) The Structure of State-Sponsored Land Use Planning: Regional and Local Roles; (8) Plan Review Structures and Principles; (9) Local Land Use Planning Standards; (10) Funding and Technical Assistance; (11) Intergovernmental Frameworks; (12) Lessons, Criticisms, and Prescriptions; and (13) Conclusions, Qualifications, and Limitations. A bibliography and an index are provided.
