Abstract

This article attempts to quantify the impact of High Occupancy Vehicle (HOV) lanes, one of the more popular non-price congestion options used in the U.S. Preliminary results from the Seattle, Washington area indicate that HOV lanes have made an important contribution towards curbing congestion. This article describes the HOV system in the Seattle area, and introduces the model used to analyze HOV lane impact on peak-hour traffic flows. Presents results and summarizes major policy implications.
