In October 1991 the Swedish Transport Research Board was commissioned by the Swedish Government to evaluate the effects of all measures taken during the 1980s to adapt the public transport system to the needs of the elderly and disabled and to suggest further measures. The evaluation was conducted by the Department of Traffic Planning and Engineering at Lund Institute of Technology together with consultancies. This is an abbreviated version of the full scientific report, which was published in Swedish by the Department (Bulletin 114). Data was collected in three phases: a postal questionnaire, in depth interviews and group discussions. The evaluation is based on a broader definition of disability concerning type and severity. The report gives a comprehensive description of problems as well as suggestions of measures made during the group discussions. Within the fields covered by the Swedish legislation the evaluation shows that the measures taken so far have reduced the problems experienced by the passengers. The level of activity has however not increased significantly, and large problems remain to be solved.
