This article compares aspects of intermodal policy and opportunity in Europe with the situation in the U.S. It draws on customer experience, recent academic work, and results of the 1997 international workshop Intermodal as a Potential Business Opportunity, held in Hannover, Germany. The article reviews open access, infrastructure ownership, and network development. It examines the expected areas of growth and foreseeable obstacles in the intermodal industry.
