This article argues that costs of traffic congestion are staggeringly high and that the only way to remedy this is to construct new arterial highways. The author divides arterial highways into three types - the expressway (the most costly), the limited access highway (the middle range of cost), and a simple form of arterial facility involving street widening and repaving only. The article describes procedures to amortize the costs of both existing facilities and new highway routes, in order to economically justify the construction of new arterial highways.
