The groups most isolated in small rural communities are the transportation disadvantaged consisting especially of the poor, the elderly, and the handicapped. To reduce the immobility and isolation of residents of four rural communities in St. Lawrence County, New York, an attempt has been made to provide paratransit services by maximizing the efficiency of exsisting county operations through better management and more effective operation. By investigating the operational plan of the existing system, inefficiencies in its fare structure and operational plan were uncovered. Through minimization of these inefficiencies, additional paratransit services were extended to other immobilized groups in the area.
