In May 2000 the Department of the Environment, Transport and the Regions commissioned a consortium of consultants David Simmonds Consultancy, MVA, John Bates Services, and the University of Leeds Institute for Transport Studies (ITS) to carry out a wide-ranging review of future needs for multi-modal passenger modelling and of how these needs may be met. This paper is an outline of the work done in that study. Note that the study was specifically about passenger transport, not freight, and that it concentrated on the modelling of travel itself rather than related determinants such as car ownership.
