This paper formulates a model for the assignment of traffic in an urban area using a minimum average travel time criterion. A computational procedure for making the assignment is outlined. The concepts of urban design, put forward in the buchanan report 'traffic in towns', are used in forming the traffic network to be considered. The model takes the form of a linear programme with a special structure, which allows relatively economical solution in terms of computing time. Some of the advantages of this model are illustrated using a solved example (A).
