Like many cities, Sao Paulo has seen its once-vibrant city center fall into a cycle of disinvestment and decline. This article discusses the challenges of revitalizing Sao Paulo's downtown area. Decades of traffic engineering that prioritized traffic flow has degraded the livability of the city center. Social-spatial polarization has also been an important factor in the decline of the downtown area, with the city center working as a buffer to absorb the large flows of lower income populations, keeping them from overwhelming privileged neighborhoods in the south-west quadrant of the city. Some priorities for revitalization include improving pedestrian zones and public spaces, restructuring the bus system, restoring the historic buildings and providing better alternatives for the thousands of homeless people in the city. Although private non-profit groups, corporations and all levels of government have involved themselves in historic preservation and creative re-use of downtown facilities, revitalization has been slowed somewhat by political turmoil.
