This paper reports the development of a new operational model for assessing the socio-economic impacts of strategic transport initiatives. The model is developed as part of the FPIV EUNET project. The approach reported here represents innovations that are aimed to enhance the model, especially with the accounting of transport costs, modelling of secondary impacts, establishing a social accounting matrix, and distinguishing interregional redistribution from net benefits for a country as a whole. Through practical applications in the UK (a regional corridor) and Finland (international trade routes), the modelling method is shown to be adaptable to different policy situations. The model outputs are structured to feed into an operational assessment framework that include cost benefit, multicriteria and financial analyses. (A) For the covering abstract see ITRD E107985.
