Abstract

This chapter considers the ways in which culture has been used politically as a tool of regeneration since the 1970s. It considers the differing contexts of the 2008 Liverpool ?City of Culture? rhetoric and the Liverpool Garden Festival regeneration scheme that followed the civil unrest of the 1980s.
