In addition to Saudi Arabia's relatively new public bus system which operates in the 7 largest urban centers, there is a jitney paratransit system which has long functioned profitably in cities. Bus services were introduced when jitneys were unable to cope with the nation's urban growth. This study collected information on the physical and operational characteristics of the paratransit system, determined its performance characteristics, and identified factors behind its success. The jitney service has been the product of a large number of individual vehicle owners. In the case of Riyadh's minibus system, there were many low-income and unskilled laborers who where forced to use public transit for even short trips because of the hot climate. On the supply side operators have tailored their services to demand, increased vehicle capacity to raise revenues, and provided a higher quality of service than the regular bus lines. There is also the ability to achieve low vehicle operating and maintenance costs through operator ownership.
