This article focuses on Integrated Corridor Management (ICM), which the U.S. Department of Transportation (DOT) is pursuing as a means for relieving urban traffic congestion that worsens each year. An ICM is a group of surface transportation networks, such as freeways, arterials, bus routes, passenger rail lines, located adjacent to one another and linking the same major origins and destinations. The DOT believes ICM will cut travel times, delays, fuel consumption, emissions and incidents while increasing transit ridership. Through the ICM Initiative, the DOT hopes to demonstrate operations strategies on these corridors efficiently and proactively, develop operations policies, and demonstrate how ITS technologies can help coordinate operations between the separate corridors to increase the total transportation capacity of the corridor. The article describes the eight Pioneer Sites selected by the DOT to develop ICM operations. They include: Dallas, Houston, and San Antonio in Texas; Minneapolis, Minnesota; Oakland and San Diego in California; Seattle, Washington; and Montgomery County, Maryland.
