Introduction: the system of regional regulatory legal acts in the scientific, technological and innovation spheres comprises a substantial and regionally heterogeneous body of documents, reflecting the specific legal environment of modern Russia. These inconsistencies hinder the achievement of national goals for scientific, technological and innovative development and the implementation of consistent approaches to funding science, technology and innovation in Russia’s constituent entities. Objectives: to create a core list of regulatory frameworks for regional science, technology and innovation, contributing to national economic development goals and improving regional governance of these sectors, drawing on leading-edge regional practices. Methods: systems approach, descriptive, axiomatic and expert methods. Results: a core list of regulations governing science, technology and innovation was compiled and revised based on expert feedback. Conclusions: the presented list can foster a favorable institutional environment and formalize the implementation of science, technology and innovation policies. It reinforces the need for strategic planning in the regional science, technology and innovation sector and the creation of a robust innovative ecosystem. Furthermore, it will help to eliminate inconsistencies between federal and regional legislation and the disparate nature of similar regulations across Russia’s constituent entities.
