The increasing frequency and severity of natural disasters have intensified the need for effective post-disaster reconstruction, particularly in vulnerable rural communities. This study examines the perspectives of local communities and government officials on the critical focus areas of post-disaster reconstruction in rural developing regions, focusing on Tsholotsho District in Zimbabwe after the 2017 Cyclone Dineo. Using qualitative methods— interviews, a focus group, observations, and online semi-structured questionnaires— it finds that successful post-disaster reconstruction goes beyond physical rebuilding. It requires a holistic approach that incorporates livelihood restoration, timely project completion, cultural integration, and infrastructure development. These interconnected elements are vital for long-term community resilience and sustainable development. By aligning efforts with communities’ socio-cultural and economic needs, this study adds to the discourse on sustainable community development in post-disaster contexts. The results highlight the importance of a participatory approaches that address diverse community needs, offering practical insights for policymakers and practitioners.
