The paper is in three parts. The first describes the model Saturn and its components. The second describes a closely-related technique for updating an origin-destination matrix using a limited set of traffic counts. The third part gives details of the application of both models for the north yorkshire town of harrogate. The saturn model, based on a fixed origin-destination matrix, incorporates two phases: a detailed simulation of delays at intersections and an assignment phase which determines the routes taken by origin-destination trips. The authors compare the performance of Saturn with three alternative models. Because the collection of data for matrices is expensive, a technique has been developed using the principles of entropy North Yorkshire town of Harrogate. The Saturn model, based a limited number of traffic counts. A method of seeding zero cells is used, producing a more stable and less distorted trip matrix, in the application of Saturn to Harrogate. The results show that the model gives a reasonably accurate and detailed picture of traffic flows, and matrix updating gives a good fit between observed and predicted flows. (TRRL)
