Parking taxes and surcharges have been advocated by many as a means for controlling congestion as well as a way of reducing gasoline consumption and air pollution. In this paper the author examines the impacts in several cases where areawide parking price changes have been imposed. He also analyzes other situations where sharp parking price differentials exist, as when some employers provide free parking for their workers but others do not. Since the parking tax does not apply to those who simply drive through an area, data are presented on the amount of congestion that would exist despite, or because of, a parking tax. /NTIS/
