The last of six papers describes the work of the Government Office for London's Congestion Charging Research Programme. It presents the Programme's financial and economic analyses, emphasises its key design and implementation issues, and states its main conclusions. Implementation and operating costs were prepared for eleven of the congestion charging structures tested, which ranged from cordon-based schemes to a cellular charging system for central and inner London. Costs for the cordon schemes were based on four technology options for the In-Vehicle Unit. The following indicators of financial performance (revenue and capital and operating costs) were used: (1) annual average net revenue; (2) the present value of 30 years' net revenues (revenues minus total costs) discounted back to 1991 at 8%; and (3) 'payback' period. The net average annual benefits were calculated, using the 'Common Appraisal Framework' approach. The Programme had to consider what issues would need to be addressed in the implementation phase of a congestion charging system for London. For various reasons, such implementation would be a major undertaking, with real technical, economic, complex and political risks.
