In France, administrative reform is taking on the ambitious job of budgetary reform in order to reform all public management. The transformation of public administrations should fit into a global transformation that is linked to the entry into society of information that disrupts prevailing organizational paradigms. This is not to say that using the instrument of budgetary reform alone to bring about such a transformation is sufficient, especially since the method for implementing the plan exercises a management bias, whereas the essential condition for success is the return to a policy leadership, especially through parliamentary vote, and to a radical transformation of managerial models.
